THE BLACK WOMEN'S CIVIC ENGAGEMENT NETWORK (BWCEN)
Founded in 2008, the BWCEN is a non-profit Ottawa-based network of active professionals, academics and entrepreneurs working to promulgate the contributions of women to Canadian civil society. The BWCEN hopes that the acknowledgment and recognition of women who are transforming Canadian society will act as a catalyst to engage, motivate and inspire women to consider the role they can play in strengthening the civic fabric of Canada.

Since the organization's inception, members of the BWCEN have attended and or supported numerous events promoting civic engagement as well as the participation of women in the political process and in Canada's economic development. In 2012, BWCEN members attended:

Famous 5 Ottawa First Luncheon. Through BWCEN, three exceptional young ladies from the black community were able to benefit from tickets donated by Norton Rose, an international law firm that sponsors the Famous 5 Foundation's Norton Rose Mentorship Recipient program.

Women in Politics: Some International Perspectives luncheon panel. The event was hosted by Equal Voice, and featured the following speakers: the ambassadors of Norway (Her Excellency Else Berit Eikenland), Romania (Her Excellency Elena Stefoi) and Rwanda (Her Excellency Edda Mukabagwiza), as well as Green Party Leader, Elizabeth May, and NDP MP Sadia Groguhé (Saint-Lambert, QC).

United Nations Association in Canada to celebrate the inaugural International Day of the Girl. Moderated by Kathryn White (President & CEO of UNA-Canada and Chair, World Federation of UNAs), the panel discussion featured Senator (Rtd) Landon Pearson (longtime champion of rights of the child) and Monique Brand (former UNA-Canada UN Professional Placement Programme intern with UNHCR in India and UNICEF in Namibia and coordinator of UNA-Canada’s Sport-in-a-Box programme in Namibia).

The Black Women’s Civic Engagement Network (BWCEN) Awards Reception pays tribute to outstanding women from Canada who courageously champion equal rights for women and whose achievements help to inspire and motivate African-Canadian women and Canadian society as a whole. This annual BWCEN event serves as a natural point of reflection around International Women’s Day regarding the contributions Black women have made to Canadian society.

The BWCEN Champion Award is presented to an individual who has advocated to address issues affecting women and whose hard work, excellence, professionalism and service has made a profound difference in the lives of women.

From her role as Host on DBN Television; as Managing Editor of Planet Africa Magazine; her award-winning efforts as Host and Producer of Planet Africa Television and as a Producer of the “Luminaries and Visionaries” Biography series; through to her establishment of the Crossover Mentorship Program, her legacy underscores how diversity in television and publishing, professional excellence and pioneering innovation and creativity can succeed in building communities, nations and a world inspired by opportunities and hope.

2012 BWCEN Champion Award Recipient: Isobel Granger
The BWCEN Champion Award will be presented to Staff Sergeant Isobel Granger, an individual who has advocated on behalf of issues affecting women and whose hard work, excellence, professionalism and service has made a profound difference in the lives of women.
From her role as the first black officer to join the ranks with the British South Africa Police in Zimbabwe and as the first black female officer with the Ottawa Police Service; as a leader of a platoon; her supervision of the OPS Partner Assault Unit (Domestic Violence) and Diversity and Race Relations; through to her work delivering gender-based sexual violence training to UN personnel in peace operations, her lifelong commitment to empowering individuals – often with an emphasis on women of color – towards better lives and social change is truly extraordinary.

2011 BWCEN Leadership Award Recipient: Dominique Anglade
The 2011 BWCEN Leadership Award was presented to Dominique Anglade, a woman whose leadership, professional achievements and social contributions as a senior corporate executive and community builder underscore how professional excellence, direction and philanthropic activism can succeed in building communities, nations and a world inspired by opportunities and hope.. From her years of service as one of the youngest department managers at Procter & Gamble, and her term as Director of External and Governmental Affairs at Nortel Networks, through her contributions to the strategic management council of École Polytechnique, the Board of Directors of Centraide of Greater Montréal and the Board of Directors of the Fondation du maire de Montréal, in addition to her current work as a Management consultant with McKinsey & Company and president of KANPE Foundation – Ms. Anglade’s work is truly noteworthy.
2011 Recipient: Lucya Spencer
The 2011 BWCEN Champion Award was presented to Lucya Spencer, longtime Executive Director of Immigrant Women Services Ottawa (IWSO) and a tireless, committed volunteer for more than two decades, addressing issues affecting immigrant women and children. Lucya has also served as a member of the Committee of Immigrant Services in Eastern Ontario; and is a former president of the Children’s Aid Society of Ottawa. She is currently president of LASI World Skills a charity that enhances the integration of newcomers into the local economy and a member of the Professional Women’s Advisory Board.
From her involvement in provincial and federal policy from an advocacy perspective as president of both the Ontario Immigrant and Visible Minority Women’s Organization and the Ontario Council of Agencies Serving Immigrants, through her development of programs such as the Moms and Tots program at the Pinecrest Community Health Centre, training programs for Family Services Ottawa and the Ottawa Police to her roles as president of the National Organization of Immigrant and Visible Minority Women of Canada; and as a member of the International Committee on Family Violence – Lucya’s work and contributions are truly extraordinary.

The 2009 BWCEN Champion Award was presented to Paulette Senior.
From her role as an outreach worker supporting isolated women in low income neighborhoods, through her time as the Executive Director of the women's shelter Yellow Brick House, to her current role as the head of the nation's largest multi-service organization for women in Canada, Ms. Senior's grassroots advocacy, visionary planning and social activism is succeeding in building stronger communities across the country.

Marlene Jennings, Founding Patron of BWCEN, former MP for Notre-Dame-de-Grâce—Lachine, QC
Marlene Jennings was first elected as the MP for NDG-Lachine in June 1997. She was re-elected in November 2000, in June 2004, in January 2006 and in October 2008. Ms. Jennings is the first Black woman from Quebec to be elected to Parliament in the history of Confederation. She is a member of Privy Council.
Ms. Jennings worked within both the public and private sectors. Between 1988 and 1997 she earned almost ten years experience in the area of policing, first as a member of the Quebec Police Commission and then as Deputy Commissioner for Police Ethics for the Province of Quebec. Professionally she has been active at the trade union level and in the areas of employment equity and communications for women, aboriginal peoples, and ethnic and racial minorities.
Ms. Jennings worked within both the public and private sectors. Between 1988 and 1997 she earned almost ten years experience in the area of policing, first as a member of the Quebec Police Commission and then as Deputy Commissioner for Police Ethics for the Province of Quebec. Professionally she has been active at the trade union level and in the areas of employment equity and communications for women, aboriginal peoples, and ethnic and racial minorities.

Bernadette Clement: Liberal candidate for Stormont-Dundas-South Glengarry, ON
Bernadette Clement attended law school at the University of Ottawa and articled at a local law firm and eventually finding a home at the Legal Clinic in Cornwall. She’s been a lawyer with the Legal Clinic in Cornwall for the last 18 years and is now serving as its Deputy-Director. Her work has involved helping victims of crime, injured workers and persons with disabilities.

Karine Joizil (LIB) - Laval- Les Îles, QC
Karine Joizil has been practicing trade litigation with Fasken Martineau for more than 10 years. She earned a bachelor’s degree in law from the Université de Montréal, was called to the Quebec Bar, and has a specialized graduate diploma from the École nationale d’administration publique (ENAP).
Ms. Joizil is a woman who is involved in her community. She serves on the board of directors of the YMCA Québec, the Chambre de commerce haïtienne and the Fondation KANPE, and strives to break the vicious circle of poverty in Haiti by dedicating her energies to the development of the most vulnerable families and communities.
She has been involved in provincial politics for a number of years. The ability of provinces to fund health care services is of great concern to Karine. She intends to work on improving inter-generational equity and equal opportunities, and to fight the inequitable distribution of wealth in our society.

Audrey Walters (CON) - York West, ON
Audrey Walters is an accomplished businesswoman and volunteer. Her extensive career includes positions in senior management in the private sector.
Audrey has worked hard at creating and improving client relations for the Rider Travel Group and the Walper Terrace Hotel. She has also gone on to build businesses at home and internationally with McTavish Travel and AMW Consulting.
Getting involved in her community is also important to Audrey. She has extensive experience as president of the Black Business & Professional Association (BBPA), based in Toronto. With her keen oversight, she developed relationships with professionals and organizations within the greater Toronto community in the best interests of the BBPA’s members.
Audrey is a strong leader who can build cohesive teams of people around her. As a team player, she believes efficient groups can meet goals more quickly and more effectively.

Kettly Beauregard (LIB) - Rosemont—La Petite-Patrie, QC
After working for Science and Technology, Kettly Beauregard co-founded a multi-service business that she currently manages. She also has a bachelor’s degree in political science from the Université du Québec à Montréal.
A native of Haiti, Kettly has lived in Quebec since 1972. This woman draws people to her, and displays determination and perseverance. She founded and coordinates the Service d’aide communautaire de Côtes-des-Neiges, was elected as municipal councillor for the Marie-Victorin district in 1994, and was re-elected in 1998 and 2001.
In the course of her journey, Kettly has developed a particular interest in education, family, school drop-outs, social housing and unemployment.
