Professor Brian Raftopoulos is a leading Zimbabwean scholar and activist. Formally an Associate Professor of Development Studies at the University of Zimbabwe, he is currently based in South Africa and is the Director of Research and Advocacy in the Solidarity Peace Trust, an NGO dealing with human rights issues in Zimbabwe. Prof. Raftopoulos is also Mellon Senior Research Mentor at the Centre for Humanities Research at the University of the Western Cape. He was a member of the founding Task Force of the National Constitutional Assembly (NCA) 1998-2000, the editor of the NCA journal Agenda from 1999-2001, as well as the first Chair of the Crisis in Zimbabwe Coalition from 2001-2003.
A born and raised Zimbabwean, Shari Eppel has been Executive Director of Solidarity Peace Trust since 2003. She was formerly Director of Amani Trust, Matabeleland. She has 16 years of working with empowerment of tortured communities and individuals and documenting torture and human rights abuses in Zimbabwe. She is the primary author of Breaking the Silence, Building True Peace (CCJP and LRF, 1998) and winner of the Barbara Chester Award (USA) in 2000 (for clinicians working with victims of violence).

“No New Money” Mayoral & Council Debate

The City of Ottawa is like a ship sailing through the waves of new spending requests without a sail or rudder of spending control. In October we will have an opportunity to elect or re-elect a new captain and crew to put this City in the same financial discipline league as NO debt old city of Nepean, NO debt Mississauga and 12 year tax freeze Winnipeg. In order to better inform residents, the Ottawa Taxpayer Advocacy Group is hosting a debate on tools to control the spending problem at City Hall. “No New Money”, the brain child of Ottawa Citizen City Hall Columnist Randall Denley; simply means that any new spending initiatives have to be paid for by an equivalent cut in existing services or administration costs. This is also a very public debate in the US where one political party insists that every increase in spending be paid for by a cut in other areas of the budget. We shall provide each participant with a prioritized list of core and non core services as a tool to implement “No New Money”; however
candidates should feel free to propose their own tools to control a 2 billion dollar budget. Other ideas include a 2 year freeze on the compensation and consulting envelope for each department similar to an initiative by the Federal Government, wage freeze by the Provincial Government, zero means zero, 2.5 etc. What we are looking for is how candidates will provide direction to managers that always miss the efficiency targets given by Council. For example we often hear “the rate of inflation” being mentioned as a tool, but inflation from 2001 to 2008 is 16.9%, total compensation at the City is up 54% and benefits are up 84% or 5 times the rate of inflation within the same time period.
